Down Payment Assistance Program

The Empower Homeownership Initiative aims to significantly increase homeownership rates among first-time Black homebuyers by providing substantial financial assistance for down payments, thereby overcoming one of the major barriers to home ownership.
Our program is designed to make a significant and tangible impact on reducing the homeownership gap for Black Americans, particularly focusing on financial barriers that inhibit first-time homebuyers. By offering substantial financial assistance and supporting it with educational resources, we aim to empower individuals and uplift communities economically and socially.
Program Highlights
- Up to $20,000 or 10% of purchase price in assistance
- Forgivable loan that converts to a grant after 5 years
- For first-time Black homebuyers
- Income up to 140% of area median income
- Includes homebuyer education and support
Program Objectives
Reduce Financial Barriers
Enhance access to homeownership for first-time Black homebuyers by providing significant down payment assistance, addressing one of the primary obstacles to homeownership.

Eligibility Requirements
Our program is designed to help first-time Black homebuyers overcome financial barriers to homeownership. To qualify for assistance, applicants must meet the following criteria:
Ethnicity and Residency
- •Applicants must self-identify as Black or African American
- •Must be residents of the state or locality offering the program
- •Proof of residency required during application
First-Time Homebuyer Status
- •Applicants must be purchasing a home for the first time
- •Defined as not having owned a home in the past three years
- •Documentation of first-time homebuyer status required
Income Requirements
To ensure the program targets those most in need while accommodating a broader range of middle-income families in high-cost areas:
- •Household income should not exceed 140% of the area median income (AMI)
- •Income verification required through tax returns and pay stubs
- •Consideration given to local cost of living variations
Education Requirement
To ensure preparedness for the financial responsibilities of homeownership:
- •Completion of a HUD-approved homebuyer education course
- •Course covers budgeting, mortgage options, and homeownership responsibilities
- •Certificate of completion required with application
Property Requirements
- •Property must be used as the primary residence
- •Located within the operational area of the program
- •Must meet basic safety and habitability standards
Implementation Timeline
Phase 1: Program Launch
Year 1 will focus on program launch and initial enrollment, including establishing the application process, building partnerships with lenders and real estate professionals, and beginning to accept and process applications.
Phase 2: Full Operation
Year 2 will see the program in full operation with an initial review of outcomes. We'll assess the effectiveness of the program, gather feedback from participants, and make any necessary adjustments to improve service delivery.
Phase 3: Expansion
Year 3 and beyond will focus on program expansion and refinement based on lessons learned. We'll seek additional funding sources, expand to new geographic areas if possible, and continue to improve the program to maximize its impact.
Monitoring and Evaluation
Success Metrics
We'll track the following key metrics to measure the program's success:
- Number of applications received and approved
- Total funds disbursed for down payment assistance
- Increase in Black homeownership rates in target areas
- Demographic data of program participants
- Retention rates of homeowners in the program
